Orange County, California — Kevin M. Courtney, Esq., Managing Partner of Courtney Military Law Group, P.C., has been selected for promotion to the grade of Major in the United States Marine Corps Reserve. The selection was announced in ALNAV 024/26, released by the Acting Secretary of the Navy on May 7, 2026, naming Courtney among 288 unrestricted reserve officers chosen through the Marine Corps’ competitive FY27 promotion process.


Marine Corps officer promotions to the field grade ranks are determined by a competitive selection board that evaluates each officer’s complete service record — leadership performance, fitness report history, professional military education, and demonstrated potential for increased responsibility. Courtney was selected from the Individual Ready Reserve (IRR), a status in which an officer holds a reserve commission but is not assigned to an active drilling unit. The board’s selection of Courtney reflects an assessment grounded entirely in the record he built during his active duty service as a Marine Corps Judge Advocate.
Courtney served on active duty as a Marine Corps Judge Advocate, handling military justice and administrative law matters across a range of matters affecting service members. Upon completing his initial service obligation, he made a deliberate decision to transition to civilian practice — not a departure from service, but a different form of it. As a civilian military law attorney, he recognized the opportunity to represent a broader range of service members and veterans than the institutional structure of active duty would have allowed.
